The program for the management of fish in inland waters defines in particular the long-term guidelines for management of fish at the governmental level, determines the objectives, tasks, and measures, and finds the necessary public financial resources.
The program includes:
- Assessment of the conditions;
- Objectives and guidelines for the protection and sustainable use of fish;
- Tasks and measures for achieving the objectives of management of fish;
- Estimates of the expected effects and the necessary public finance resources to achieve the goals; and
- Measures for preserving the favorable status of endangered fish in accordance with regulations on nature conservation;
The Program for the Management of Fish also defines the responsible parties of individual tasks. The program is adopted for a period of twelve years on the proposal of the Minister for Agriculture and the Environment, by the Government of the Republic of Slovenia.

The preparation of the Fishery and Farming management Plan (hereinafter: FFP) takes into account the ecological characteristics and distribution of fish species or populations which are important for maintaining a favorable ecological status, and regimes according to the regulations on nature conservation and water which could affect the implementation of the FFP.
The FFP contains information about:
- Assessment
of the status and the impact on the fishing region;
- Performers
of fishery management;
- Analysis
of fisheries management for the recent past;
- Areas
which are protected according to the nature conservation regulations
- Organization
of the fishing sections and their intended use;
- Fish stocking,
sustainable fish breeding, and breeding of fish under controlled
conditions in fish farms;
- Fishing
regimes;
- Number
of fishing days and the quantity of retained fish;
- Reservations
of the genetic material of fish and removal of reproductive cells of fish;
- Fishing
competitions and competition beats and
- Other relevant content for fisheries management
The draft of the FFP covers a period of six years for each fishing
region, on the basis of the management plan for fishing area, and is
prepared by the Institute. Preparing the plan, the Institute takes into
account the opinion of the fisheries management performer and the local
community.
The FFP is adopted by the Minister for Agriculture and the Environment
on a proposal from the Fisheries Research Institute of Slovenia.

The annual program (APR) manages the implementation of the fish breeding
plan for each year based on an assessment of the situation in the
fishing region in the previous year. The performer of fisheries
management prepares the annual program by 31 December for the coming
year and sends it to the Institute for approval.
The Freshwater Fisheries Act ensures that fisheries management is
carried out in accordance with a fisheries breeding plan of each
individual fishing region on the basis of the annual program.
