In the framework of public
responsibilities, the Institute gives guidelines for the preparation of
different planning documents at the national and local levels. As one among the
competent authorities for landscape management, the Institute gives opinions
and guidelines for the planned spatial arrangement of the areas.
The guidelines are being prepared for:
- national spatial and detailed plans,
- spatial regulatory conditions for municipal
areas,
- the spatial development strategies for local
municipalities, and
- the
spatial order of local communities.

The legal grounds for issuance of
guidelines and opinion on planned spatial arrangements are:
- Article 45. of the Freshwater Fishing Act (Official
Gazette of the RS, no. 61/2006) and
- Article 61. and 4. paragraph of 96. article
Spatial Planning Act (Official Gazette of the RS, no. 33/07-ZPNačrt),
- in
relation to article 33. of the Law on Landscape Management (Official Gazette of
the RS, no. 110/02, 8/03-p, 58/03-ZZK-1, 33/07-ZPNačrt).
