For all 12 districts in Slovenia, the fishing management
plan is made on the basis of the National Management Program. The plan defines:
- basic
guidelines for the preservation and sustainable use of fish in a fishing area,
- principle
of interventions in populations of specific species of fish,
- guidelines
for the breeding and stocking of fish, and
- guidelines
for protection of parts of fishing areas, which are protected under the
regulation on protection of the natural habitat.
The Fishing
Area Plan encompasses a period of six years and is adopted under the following
procedure:
- The draft of the plan is prepared by the Institute,
- The Minister for Agriculture, Forestry and Food informs the public of the content of the plan, before its adoption,
- The
draft of the plan is published at least in one national publication and
includes also the announcement of where the documentation in relation
to the draft plan can be seen by interested parties, how long the plan
will be exposed, and the deadline for comments and objections. The
deadline for accepting the comments and objections must not be shorter
than 15 days,
- The plan is adopted by the Minister for
Agriculture, Forestry and Food with approval from the Minister from the
Ministry for the Environment and Spatial Planning.

The legal basis for fishing Areas plan is article 11
of the Freshwater
Fishing Act (Official Gazette of the RS, no. 61/2006) which
defines that the Fishing Areas Plan is the expert basis for comprehensive
fisheries management of each fish area and must be a reflection of its
ecosystem characteristics.
