Besides the commercial ponds and fish farms which are excluded from fishing territories, we place among excluded waters also waters of special significance. Waters of special significance are, from the point of view of fish protection, some of the most preserved and typical water ecosystems in which the fish management is under the direct supervision of the state. They are defined by the Regulation on the Designation of Waters of Special Significance and the Manner of implementation of fishing Management in them (Official Gazette of the RS, no. 52/2007).

Waters of special significance are:

• Radovna from the spring to the lower dam of the Vintgar Hydroelectric plant,
• Sava Bohinjka from the road bridge under the Bohinjska Bistrica to the dam in Soteska with tributaries, and Triglav lakes,
• Unica from the spring to the end of the river with the tributaries,
• Iščica from the spring to the bridge in Hauptmance with tributaries, except for the  Želimeljščica,
• Sava from the spring of Ljubljanica at the right bank to the bridge in Litija with tributaries, except for the Dolska Mlinščica,
• Kolpa from the dam, in Slavski Laz to the dam in Dol pri Starem Trgu with tributaries on the left bank,
• Obrh in Loška dolina with tributaries; Cerkniško lake from the spring Stržena to the line Retje-Ponikve-Vrata-Zadnji kraj with tributaries,
• Krka from the springs to the dam of the electrical power plant in Zagradec with tributaries, except for the Višnjica; Višnjica from the bridge Krška vas-Trebnja Gorica to the outfall in Krka,
• Soča from the spring to the bridge in the village Čezsoča with tributaries, and
• Krnsko lake.

The grounds for carrying out fish management in waters of special significance is the mid-term plan of fish management in waters of special significance (the plan)

In waters of special significance, no interventions or activities, which could decrease the quality of the favorable conditions for preservation of indigenous fish species, and condition of waters, are allowed. The fish management in waters of special significance must be carried out in accordance with existing preservation guidelines and regulations, which are set for protected areas, under the regulations from the area of nature protection.
